Same here. Robotnik has more powers (Time Manipulation and Power Nullification are his trump cards here), so Robotnik could literally turn off Zamasu's immortality and just kill him, or return him to his base form via time manipulation.
Also, he has Resurrection. He could make Fusion Zamasu "come back to life"/return him to his base form and kill him in that form.
