It's a 'who shoots first' cause of AP vs soul + mind attacks. However unlike Kingdra vs Seadramon, Rhyperior's method of ranged attacking is through an earthquake which should be quicker than projectiles. Voting him.

Actually, apparently the 'mind soul' thing doesn't necessarily one-shot, so Rhyperior takes this pretty easily

Rhyperior kinda stomps here. Unlike Kingdra vs Seadramon, Tyrannomon lacks the tools to combat the stronger Rhyperior. And considering how utterly confusing Digimon Mind and Soul hax is (not joking, it is insane)....yeah, pretty stompy.
