Resistance Question

If I created a barrier around a city using Law Manipulation and if anyone enters this barrier the become my mind slaves.

If someone enters said barrier and resist that effect, do we give them resistance to Law Manipulation or Mind Manipulation or both?.

It depends of the nature of the power, for example one may not resist Law Manipulation, but if that power is used to manipulate the mind and the character resist that, then it should be capable to resist, but not the Law Manipulation overall.
