The Power of Destruction is exclusive to the Gods of Destruction.
The pages for the Angels all state that "Angels taught their respective God of Destruction to use Power of Destruction"; however, this has yet to be substantiated by any genuine evidence. We know for a fact that the Angels are the mentors and superiors of their respective Gods of Destruction, but, as far as we know, judging off of the relationship between Beerus and Whis, the Angels simply train their Gods in martial arts and combat strength, rather than any of their destructive skills and techniques.
For example, we have explicit proof that Whis has trained Beerus in the ways of Ultra Instinct, a martial arts technique, but none suggesting he trained Beerus in the Power of Destruction. And, on top of that, once again, Belmod confirmed that the Power of Destruction is exclusive to the Gods of Destruction.
"How come they are so proficient in Hakai, then? Somebody had to teach them."
For all we know, their destructive powers could have spontaneously developed the moment the-

Additionally, one does not need to master a technique to aid another in practicing and/or mastering the technique themselves. Take for example, King Kai and the Kaio-Ken, a technique that he invented but not yet mastered, only for Goku to learn the technique from him and master the move himself.
There is simply no evidence that the Angels themselves have taught their Gods of Destruction their Power of Destruction — in fact, all evidence points against this very notion — or that they have the ability to use the Power of Destruction in general.
Like, c'mon, the Angels are neutral deities. There are the Supreme Kai, the Gods of Creation, who create; the Gods of Destruction, who destroy; and the Angels, who watch on the sidelines and observe the world develop. Why would the neutral party possess the Power of Destruction?
