So, I checked out reimu's profile and found out her tier was far off from what it should be according to the tiering system. I mean, 4B in non-canon is just silly. That's only a portion of her strength.
So let's check out what the tiering system says for Hyperverse level+: Characters that are beyond all dimensional scale.
And Reimu's ability to fly is "described in The Grimoire of Marisa, floating away from reality". So essentially Reimu is clearly beyond any dimensional scale. Well, the creator also confirmed that it is simply impossible to defeat Reimu in her fantasy heaven state no matter what you do. Moreover, she is able to transcend reality, while still impacting reality. Her ability of reality of warping is quite good. She does also warp reality to teleport (subconsciously).
So essentially, if she wishes, she could bind the opponent using her sealing ability's, destroy any protective seals the opponent may have on themselves, and bombard them with solar system level ying yang orbs forever alongside summoning gods for a huge range of abilities and attacks. All this while being completely invincible, irregardless of omnipotence and omniprescense as she is outside of reality. She is essentially a fictional character that can affect reality when she wants while hiding behind fiction (within the fictional world of Touhou of course). She could destroy dimensions and universes quite easily over time, which she would have infinite of as she is not held within the restraints of reality.
I'm pretty sure she fits the Hyperverse+ tier (1-A). You shouldn't take her down lower simply because she cannot directly cause the destruction of multiverses. It is, after all, entirely impossible to defeat what is not in reality. Tier 0's could easily defeat her though considering they have control over existance and nonexistance, so Reimu can't hide in her fantasy at that point. Anything less and the situation against her is simply either lose or draw.
