For starters, Jeff has a justification for his 10-A rating, as opposed to Stickman who has none.

Attack Potency: Athlete level, likely Street level physically (Easily ripped a towel rack off a wall. Is consistently shown to be superior to Randy, Keith and Troy, who were all capable of harming him and even punch him through a glass door, even being capable of breaking some of their limbs with relative ease)

Attack Potency: Athletic Human Level

Stickman can stone wall Jeff with his 9-B durability for a little bit, but Jeff will eventually use his knife which circumvents that because piercing damage. Stickman is a good strategist according to his profile, so he probably just finds a way to outsmart Jeff by ambushing him in some way.
