regarding High 2-A and 2-A

can one be considered High 2-A if character A`s power trancends Character B`s whos power sits at 2-A?
 
High 2-A is for 5-D beings. A can be stronger than B, unless A is stated to be higher dimensional, this would rate him as 2-A or at best "At least 2-A".

To clarify a bit. Basically, an infinite humber of 4-D universes can logically either be fit within an infinite 4-D space, or an extremely small 5-D space.

We wanted to make a distinction between this and fully 5-Dimensional characters, that can affect larger 5-D structures.

It is a bit iffy if we made the right call though, but we hope so at least.
