Questions About Tier 3 Dragon Ball Characters

Why have so many characters been upgraded to universe level for no reason. Some of them make sense like Gohan, but the universe 9 fighters? Really? Basil got beaten around by Fat Buu who is only ssj2 tier! I know that some people think Base Goku is universal, but he holds back in almost every fight he's in.

Is there some other feat that came up? Or is Base Goku being universal really the only thing that was considered here?
 
This is the like fourth time someone complained about the upgrade for the character because Goku absorbed the energy of SSG on his base, also Fat Buu fighting Basill is outlier since he never trained and he only slept and he is viewed as a gag character. Maybe a discussion rule should stop this.
 
Id recommened going to the thread revisions happened, itd be easier than explaining and itd be far more detailed as ideas heavily discussed.
 
If basil fought Buu first and Goku second. Shouldn't basil fighting on par with Goku be the outlier rather than the other way around?

Also, Goku has constantly been shown to hold back by insane amounts. Just look at how both Krillen and Roshi have survived attacks from Goku in recent episodes. If he wasn't holding back, they would have died in one hit.
 
Goku held back with Skinny Buu, also this form was only a gag since the reverted to his fat sleeping form the episode later.

Anyway Basil also can keep up with his brothers plus Goku and Vegeta when Blue to beat the Danger Trio in the beam struggle, if Goku was holding back when they where fighting he would have just unleashed more of his power in base, also Vegeta doesn't hold back so if Basil wasn't even that strong he would have just K.Od him no problem and his brothers would need to slow themselves down in order for him to keep up but that would lead them to be blitzed by Base Goku and Vegeta.

Goku and Vegeta going blue was only done to advance the plot with Caulifla and Kale. They didn't need that level of power.

Goku has held back before even with blue too. Krillen, Kale and even Bergamo are all examples of him using blue but not going all out.
 
Lol no, them going blue had nothing to do with advancing the plot, that makes no sense, if they where strong enough to beat them in base or SS they would have done so.

Also Vegeta doesn't hold back on people and even if Goku was, his base is 3-A so even if he used 25% of Blue he still would be 3-A.

Goku went Blue while training against Krillin as well. Like it or not, Goku (and even Vegeta recently) holds back literally all the time. The only time you can be absolutely certain that Goku is using his full power is when he goes Kai-o-Ken.

Besides, there is the additional complication of them being not allowed to kill their opponents in the Tournament of Power. So the fact that their Blue forms have the best ki-control is a probable reason why they are occasionally using that form. Not because their opponents are too powerful, but because they are more capable of suppressing their power in their Blue forms. Most of the randos fighting in the Tournament are not Tier 3 characters - meaning that, Goku and Vegeta have to heavily suppress their power most of the time
 
Just because something happens, doesn't mean we half to except it otherwise many characters would no have any stats because it would be impossible to decide what they should be.

No Goku doesn't hold back all the time that's just wrong and Vegeta damn sure doesn't hold back. The fact that they need to enter their Blue states is proof that the other characters are tier 3, especially since we have decided the base Goku absorbed God power into base so even if you say Goku wasn't using not even 25% of Blue in those fights (which is bull) they still easily fight his base and SS so the tier 3 tournament of power characters are justified.

People instantly assume that since Goku wasn't maxed out in Blue he was using 10% of his power. Now we do have limits to what we except here, Krillin fighting blue is PIS and pretty much everything done with the human characters vs Goku level fighters is PIS.

If you got some problems with how they are rated go make a Content Revision Thread and bring some good evidence.
 
Goku fights randos in ToP (specifically Basil) -> Randos are 3-A

Krillin has beam struggle with Goku in Blue -> PIS, Krillin is not 3-A

Goku goes Blue to beat evil Roshi -> PIS, Roshi is not 3-A

Krillin is able to physically contend with and even beat several randos in ToP plus Goku and Gohan are confident that he could throw down with Trio de Dangers even though he'd lose -> Krillin still not 3-A

Buu beat Basil comprehensively (even after he'd doped up) -> Buu still not 3-A

Roshi beat Ganos, is able to physically contend with Frost (who is 3-A) and even trapped him using Mafuba -> Roshi still not 3-A

P.S. Ganos is stronger than Roshi, who is able to trade blows with Frost (who is 3-A) -> Ganos is not 3-A

The position you guys have taken with the scaling is not consistent with the feats. There are two choices really, either assume that neither Goku nor Vegeta are holding back and give 3-A rating to everyone who have fought them even in Base, OR only give 3-A to the strongest characters - Goku, Vegeta, Frieza, Gohan, Android 17, Hit, Kale, Toppo, Jiren and Dyspo (so far, this is not an exhaustive list considering the series is still ongoing)
