Question about the Beyonders 2nd tier

Why the Beyonders are ranked 4C to 4B? as 2nd tier? in Secret Wars # 5, it was mentioned that the Beyonders have created whole universes. Also one of them managed to kill all the celestial without visible effort. Would it not be more reasonable to rank them to Low-2C and 3A instead of 4B?

The two Beyonders that Thor and his team have faced were in fact two of their drones? If this is the case, This would explain why these two 《Beyonders》were weaker than those who have murdered the Living Tribunal and practically all of abstract entities.
