Question about Reaction Speed Timeframes

Regarding the Reactions timeframe tiers, are they useable at all in calcs?

I'm not entirely sure what their purpose is, like if a character has Supersonic+ reactions, and something happens in too small a timeframe for them to react to it, that must mean it happened in at least 0.00117 seconds, right?
