No you don't need to be a 4th wallbreaker to have it. But it is common to see characters that can break the 4th wall have plot Manipulation due to their meta nature.
Also Plot Manipulation is just a sub section of reality warping except the user manipulates reality like a story so it is possible to see non 4th wall breaking characters have access to the ability.
