Plot Manipulation

That's still possible, but in some cases it's perfectly fine to combine story templates together while the represented character is still usable. As for simulated matches, it is completely effective
This is kind of an absurd question, since plotting is like any other skill, but I don't know exactly where they got it from that it only works in the verse that the character exists
Plot is effective afaik. And its capability and range depends on the feats and whether combat-applicable or not.

Plot Manipulation does it work in any multiverse?
This depends on how the plot manipulation is treated in the fiction you're analyzing, and how the hypothetical match-up scenario you want to imagine treats it. If a character is portrayed as unable to use plot manipulation outside of their own world, then it's reasonable for someone to argue against the idea that the character can use it if the battle takes place outside of that location, but this doesn't mean that plot manipulation in general works this way. There's also nothing generally wrong with allowing a character to use their plot manipulation despite a caveat, for the sake of an interesting match-up, as long as it's clarified in the battle conditions. The information in the Reality Equalization page might be useful for you to know, because sometimes people argue that characters who are more real than a plot manipulation user are immune, despite that maybe not aligning with the kind of match-up you're trying to discuss about.

It depends, plot manipulation itself is fundamental, in that it can influence reality in a verse, that's why we have to first look at the cosmology that the user of the plot manipulation has, if the cosmology can reach the realm of the multiverse, then that's fine.
 
Plot manipulation varies on cosmology. Like if character alters and controls 5D Universal model, then he gets Plot Manipulation on Low Complex Multiversal scale.
