I believe Kai Chisaki's resurrection can deconstruct people on a molecular level, then reconstruct them in good condition. He can do the same to himself for healing, but not for resurrection.

How long does his time stop work, how does his mind manipulation work, and why is his sleep spell too powerful?

It doesn't say how long he can stop time he just sorta can. It says his mind manipulation can be used to wipe away memories and the sleep spell just sounds like your run of the mill sleep manipulation

Iirc, he's able to just sort of wave his hand in front of people (while using magic), and they'll follow his orders or forget things. I believe it gets resisted by people who have enough magic power. I think sleep manip is part of this.

Time stop is fairly long.
