Not fully true, in the Manga, which should be 3-A in the first place but that's for another time, Buu (And Lord of Lords) were able to fight against a Goku and Vegeta powered up Moros and later proceeded to actually threaten him, leading to Moros having to use tricks to stop him.

Physically Buu stomped Moros.

Fair, but we have seen the "Toriyama handjob" to many characters in both the anime and Manga who shouldn't be 3-A by any means.
