So, the Phantom Ruby profile has some issues and I'm here to fix it, and by extension it affects characters that scale to it.
Upgrade to Low 2-C
Currently, the Phantom Ruby is rated 5-A max as the Phantom King can fight Super Sonic. However, the Phantom Ruby has created both the Egg Reverie Zone and Null Space, both of which are alternate dimensions of nothingness. Additionally, Null Space is stated to go on forever and have no end in sight, which would further show it being universal in size. Therefore, the Phantom Ruby should be Low 2-C at its peak.
Changes to the keys
The Phantom Ruby profile keys should be fixed so that instead of having Mania, Forces, and Prototype keys, the keys should be Prototype and Actual. Prototypes are 5-A, which is Infinite's tier and the actual Phantom Ruby should be Varies. Low 6-B to Low 2-C.
The scaling
The Phantom King scales as it is empowered by the Ruby's full power where it creates the Egg Reverie Zone. This would make it another tier 2 feat for super forms, and in Sonic Mania Plus Knuckles, Tails, Mighty, and Ray can fight the Phantom King in their super forms which would also give them a variable tier. Hyper Knuckles would be listed as "At least Low 2-C" just like Classic Hyper Sonic.
Note: Do not attempt to scale Infinite to Low 2-C
Oh boy, I can already sense some wankers might see this and are going to try to push for Infinite scaling. I will shoot this down so hopefully this won't become a problem in the comments and the thread can go as smoothly as possible. An argument that gets brought up is that Infinite created Null Space but the truth is, there's no evidence he actually created it. Eggman attributes the creation of Null Space to the Phantom Ruby, not Infinite himself. His BFR just sends you there. Infinite also doesn't use the real Phantom Ruby, but rather a finalized prototype that is embedded in his chest. Additionally, his power is weakened after creating a miniature sun that would've wiped the planet, so it wouldn't make any sense for him to supposedly have enough power to create a Low 2-C sized dimension. He also gets beaten by Base Sonic while the Phantom King is a super form level opponent. In conclusion, Infinite stays where he is.
