This is surprisingly not a stomp
AP wise Hinata has the edge. She's stronger than No Tailed Naruto who's 417 tons while Rattatta scales to Diglet who is 174 tons
Both have moves that boost their AP, with Hinata having Twin Lion Fist and Ratatta having moves like Pursuit, Assurance, Focus Energy and Tail Whip, however Raticate's AP boosting is much better due to stacking Focus Energy with any of the others as well as having more in its arsenal
The issue Rattata is going to face here is that Hinata can block his aura. Assuming verse equalization exists for this fight, Hinata can prevent Rattata from using most of its special non-Normal-type moves by blocking his Aura points.
Hinata's problem comes in the form of Endeavor, Super Fang, Quick Attack, and Sucker Punch Endeavor and Super Fang ignore durability and can bypass Rattata's AP disadvantage, while Sucker Punch and Quick Attack allows it to blitz Hinata whenever she wants to attack
Overall, I'm going to vote for Hinata here. Rattata needs too much setup to be able to stand up to her superior stats, and once Hinata bocks even one of his aura points it's screwed over. Plus Hinata has far more official combat training and is much smarter in battle
