He's essentially been confirmed to be on a level far higher than Zen-oh would be for this verse, and Blue Dragon. There are panels in the manga where he is caught saying he lazily made panels before them, would he be tiered 1A then?

No. Firstly, Toribot is as real a character as Game Freak is in the Pokemon games. Not one. Secondly, even if we did consider him a real character, he wouldn't be anywhere close to 1-A. Thirdly, we've had like, dozens of threads for that. We should make a rule against it. Closing.
