Tho I still disagree that Cell Max is the "second strongest" character below Beast Gohan

Cell Max was so powerful that Gohan (the strongest) had to resort to targeting his weak point with a fully-charged Special Beam Cannon (something that strikes harder than one's normal maximum ki output)
He is definitely the second strongest

I'm sure he'll still have to do that against MUI Goku and FPSSJ Broly to incap them

The problem with this is that Cell Max was MASSIVELY weakened at this point. He lost an arm, was half petrified, and had his weak spot hit multiple times
meaning Orange Piccolo doesn't even scale close to him at full power
Broly's RE allowed him to surpass Super Saiyan God within minutes with only a x10 amp. Piccolo isn't aware of this and thus wouldn't immediately know to 1 shot him before he grows too powerful
