Base Post-Udon Luffy:
Gets tagged by Base Kaido's Thunder Bagua with it still being faster than him, but no longer a blitz, with Kaido noting such (Chapter 1001)
Gear 2 Post-Hao Coating Luffy:
Dodges Shuron Hakke Hybrid Kaido's Thunder Bagua fully, jumps on Kaido's Kanabo, and kicks him in the face (Chapter 1037)
For reference, Gear 4 allows Luffy to blitz people that he was competitive with in Gear 2 with (Doflamingo). The fact that he went from getting blitzed in Gear 4 to not getting blitzed in Base to outspeeding in Gear 2 utterly dismantles your argument.
Katakuri was tagged by Pre-Udon Base Luffy. The same Pre-Udon Base Luffy who had his attacks easily caught by Base Queen. Marco was able to outspeed Queen.
Katakuri was tagged by Oven, who got blitzed by WCI Sanji without him even using any speed amps.
Katakuri got powerciffed hard, and there's nothing wrong with that. Wait for him to be reintroduced into the story before you start hyping him again. Calling him top 3 in speed is just as ridiculous as saying that Oven is top 3 in speed. It has no basis at all.
