Tangling with Issho for a while and stomping Burgess ( who took an attack from Sengoku's DF pre ts ), the latter done without using his full arsenal, is enough to put him over Queen IMO.

Why though?
Burgess would only downscale from Sengoku, so stomping him is no different than Base Queen stomping Base X Drake.
As for Issho, Queen scale above his AP value as of right now.

No reason to assume they're stronger, especially considering when Queen turned into his Hybrid form, the Cyborg Enhancements that he was flexing to be super powerful were his Mechanical Arm, Tail, and Hair, rather than his gun.
