It IS a good general term.
I use it too.
God Tier ( basically Yonko but slightly above ), people like Prime Garp, Primebeard, Roger, Shiki etc.
Top/Yonko tier ( basically some of the strongest characters, just below God Tier by a very slight margin ) It's obvious who fits in this. Mihawk is in it too.
Admiral level, it's obvious who most of the candidates are, plus Zoro and Yamato (should scale to or above, but they're not Yonko level just yet)
YC1: Marco, King, Sabo ( with this chapter I might just say he's outright Admiral level but I won't be too hasty even though I love him ), etc.. Though Marco and King are technically Admiral level but eh, just gonna put them at YC1.
YC2: Oden, Ace, Sanji, Queen in that order
Below that it's kind of tricky.
Though the names kind of **** it up because while the 2nd commander is usually more powerful than the 3rd, we have people like Jozu who I could honestly put above Sanji and Queen due to his sturdiness and raw AP.
Edit: Also old Rayleigh, I'd say he's about YC1-Admiral.
Old Garp would be above Admirals but not quite Yonko tier.

If Marco = Admirals, and Sanji has better AP showings than Marco, then that means Sanji is just that strong.

There is literally no basis for that.
Only with IJ, which was 10 consecutive hits on a ridiculously off guard and tired Zoan Queen vs Marco's 1 hit on somewhat off guard ( the attack was right in front of him, so he probably just couldn't see it or got blitzed, which ever ) Zoan Queen.

After seeing Sanji blow up his mouth gun, he still believed he could take him down with his other mech abilities as seen with Flying Pan and whatnot.

iirc, Queen > his mech as he took Sanji's kicks way better than them, and Marco made Zoan Queen cough a good amount of blood and openly admit his attack hurt with just one attack.
