okuyasu wins easiy, his stand is FTL at least which will allow him to bring kuwa close enough in order to erase his head,
i guess if there is speed equal than it will be fair, than i would give it to...kuwa, he has ranged attacks and due to speed equal he can escape far enough before being erased, and than he can attack with range attacks...
