Most of his powers are OoC save for time stop which is limited in range, so Carne won't be sealed, erased or stopped in time thanks to his speed.

His enemy on the other hand just keeps reviving. Inconclusive.

I don't think he has anything that can trap B.I.G. plus if he did then it wouldn't be in character for him to do it

I think he could, but that's really impossible according to SBA which puts them in Central Park which clearly has no large bodies of water. I don't see any place where he could permanently trash B.I.G. for good

However, he is immortal, and will never die from BIG. So he can get in one somewhere along the millions of years he'll be dying.
