Kars wins this. If Natsu goes to fight CQC He will get absorbed by Kars. If he decides to fight at range Kars will evolve resistance to his flames pretty quickly. If he wants he can also coat his skin with poison like the Golden poison dart frog if Natsu hits him he will get paralyzed and absorbed or killed by his hamon.
