Something interesting to keep note of is the fact that Hiruzen was the most popular Hokage by a long margin, the people adored him apparently (at least for most of his incredibly lengthy reign), so it's possible his reputation has a bit of bias/glaze/propaganda thrown into it as is often the case with super popular people who get placed on pedestals.Not contradicting =/= agreeing, especially when the subject never got brought up in the war
Again, Kishimoto did not openly call Hiruzen the strongest Hokage. It can be interpreted as such, but the statement could also just be saying Hiruzen was revered as the strongest Hokage, which we already know.
