Maybe Kaguya, her Dojutsu, ETSO, and Bone Ash are pretty solid hax, Ada's charm ability is pretty alright as well.
Samukai might be able to take on some mid-high tiers.

Although site stats aside, I never understood Shukaku reacting to and blocking him. Gaara powercliffing and getting much stronger is plausible, but Bijuu are kinda treated as a constant so it's really odd unless Madara was holding back massively for some reason.
