Hell in the 3rd Databook, with Jiraiya's imperfect Sage Mode, his fireballs were stated to be "More than 10x bigger" than they would normally be in Base

Now I know some people would probably argue size and power don't correlate or whatever but it would be quite off if only the size but not the power of his fireballs increased

On top of that it seems kind of clear it's a reference to Curse Mark amps as we know for a fact CM V2 is a 10x amp above CM V1

And yet SM ( which is better ) is being said to be "More than 10x"

In the Manga, even though Jirobo said he had 10x Strength, when Sakon used it, Kiba specifically noted 10x Stronger Chakra, not necessarily 10x Strength verbatim.

In this case, it would likely be Sakon’s usage is the more correct given the lack of consistency. Meaning Jirobo’s would be inconsistent with the rest of the verse.
 
The problem with 10x Sage Mode is that Naruto can tangle with Deva Path in base but doesn't outright one shot him in Sage Mode even if he does knock him flat on his ass in one blow.

Although admittedly it's less of an issue of Naruto jumping from 7-B to 6-C and not one shotting Deva Path so eh...

This isn't a problem. This is actually quite useful as a quantification method for scaling. It means that one shot tiers require more than a 10x difference.

Not showing Strength having actually multiplied significantly, such as Naruto vs Deva. Other S4 Members never showed 10x Strength either even in Moments of feats of strength. Jirobo’s statement isn’t consistent with the showings of strength in the verse related to CSM or SM.

Hell, technically if we focused on Lifting, SM made Naruto far more than 100x stronger given his he was unable to lift or budge a stone toad, but yeeted a Kaiju Rhino damn-there above the clouds.

Merriam Webster: "having acquired mastery of or skill in something (such as a technique or a trade)"
Excluding gods/Otsutsuki for obvious reasons. Prolly would make a separate list for that.

Having most number of skills/wide range of skills:
  1. Hiruzen (Lore)
  2. Tobirama (Lore)
  3. Orochimaru (Lore)
  4. Kakashi (Lore)
  5. Sasuke
  6. Madara
  7. Jiraiya (debatable with Minato)
  8. Boruto (Should be above Sasuke, but a lot of Sasuke's skills are tied to his lineage or dojutsu/six paths)
  9. Minato
  10. Itachi
Having the highest level of skill in few:
  1. Minato (FTG)
  2. Itachi (Genjutsu/Tsukuyomi, shuriken stuff)
  3. Naruto (Rasengan, sage mode, social influencing. Prolly has demonstrated more skill on screen than those above)
  4. Boruto (Rasengan. Could be above Naruto if more details about Uzuhiko are revealed)
  5. Orochimaru (General research skills, biology)/Amado (Biotechnology, medicine)
  6. Hashirama (Healing, wood release)
  7. Sasuke (Fire/Lightning release)
  8. Tsunade (Medicine)
  9. Nagato (Rinnegan)/Kabuto (Sage mode)
  10. Sasori (puppets)/Deidara (art)/Chiyo (poisons iirc)
These are tentative lists. So feel free to correct me if I'm wrong. Also I might be forgetting a few characters. Sakura prolly fits in the second list somewhere in terms of chakra control.

Edit: Boruto realistically washes all these has-beens in terms of being a genius except Orochimaru and Amado. But he is neither the biggest jack of all, or the master of one yet. Insane potential and learning capacity though.

Do they really? Maybe Itachi (and even then probably not much more than he hates the others), but idt the others do. And Kisame ***** with him. Konan is maybe, since she was apparently breaking down Kamui all the time.
 
Not to mention Obito literally knows everything about all of them and has Zetsu backing him the entire time, so he's chilling. At worst he sucks himself and Zetsu into Kamui to wait out the rest of them fighting then jumps the winner.

I mean how much did he really know during the war? That Obito was using him? That's kinda it. I don't think he even knew the details of what the war was about.
