How would y'all rank the top 10 strongest shinobi (emphasis on shinobi, so no Otsutsuki or Kara members or anything) in history prior to the War Arc?

I'm not sure about the order below no.5 but eh🤔
 
Shouldn't One-Tailed Cloak Kushina be Mountain Level since she has double Naruto's Kyūbi Chakra? That's how we scale her Seven-Tailed Cloak at least.

This is a response to the recent thread about Naruto Top Tiers, so reading the scaling there before this would probably be a good idea. I'll be talking about why 50% Kurama shouldn't scale to MKCM2 Naruto based on feats, statements, and scaling. There's really no basis for MKCM2 Naruto's power...
