Why didn't Naruto use his base's maximum speed to save Hinata? From his expression, he seemed to be intently chasing him in base

No reason he can’t be.
Maybe so he doesn’t rush into a situation he doesn’t fully understand.
Also outside of the final fight with Toneri most of what Naruto does in the movie he does pretty casually.
Not to mention if he was really desperate/struggling to catch up in base he would have just used KCM.
