ranking them as HOKAGE
1. Kakashi (is basically the main reason we went from feudal pseudo fantasy to basically 2000's Konoha)
2.Tsunade ( basically came in at a very turbulent time after the thirds' death, made efforts into pushing stuff like root aside, supporting their Jinchuriki in like non war mongering ways, also represented the leaf/lead during the fourth shinobi war and was a instumental leader for ASF
3. Tobirama ( most of his accolades are pre hokage but he did technicality have the biggest influence on the structure of the leaf as an actual organization, ensuring genin dont go to war, until hiruzen fudged it up )
4. Naruto, most mid ranking, inhertited a lot of the effort and development from Tsunade and Kakashi but good enough to atleast maintain it for the most part is prob the most beloved hokage and in terms of impressiveness did technically defend the leaf from the most powerful threats too, is single handily the lincpin keeping the shinobi world together , though inadvertidely might be the reason why shinobi are far more defunded/lack budget to fix a damn door, did in fact not fix the rain village and got himself sealed by a 13 year old.
5. Hiruzen, most mix bag ass hokage, technicality from a military POV ensured the safety of the village through two massive scale wars and lore wise is generally the most beloved hokage besides maybe Naruto but is also the hokage who had genin go out to war, the entire uchiha clan get ganked during the night...Orochimaru..ect
6. Hashirama, very little is known of his hokage reign outside of being a dick to madara and founding the leaf village IG
7. Minato, truly the shinobi, speedran his hokage career and has barely any feats, most notably and famously stopping the nine tails attack, which while impressive powerscaling wise, the intent and deed to sacrifice yourself for the village is kinda like baseline.
8. Shikamaru, not that much feats, edging closer to santized danzo, never leaves his office and is hard carried by Jiraiya's clone atm.
