I just want to point out that Hagoromo wasn't talking about Madara's and his Power Levels. He was talking about the Rinnegan.

I say this because Hagoromo also references Madara trying to go further in attaining Kaguya's Power (RinneSharingan). We already know Madara isn't Kaguya's level, thus he has to be talking about the "Dojutsu" in conjunction with Six Paths Chakra, not literally hos own powerlevel.

I agree. In the later panel, we see the Rinne-Sharingan and Hagoromo explain the IT, this indicates Hagoromo mentioning Rinne-Sharingan as Madara was always trying to obtain for Infinite Tsukuyomi, not attack potency.

Sasuke and Naruto play Madara like a pinball and when Madara obtains Rinne-Sharingan Naruto's Shadow Clones fought against Madara's Limbos. Later, Naruto stalemated or some occasions overpowered Kaguya.

Kinshiki shouldn't be Low 5-B. He held his own against Sasuke and Momoshiki + Kinshiki are repeatedly stated to cause Kaguya so much fear she had to create an army to fight them even though she had Hagoromo and Hamura on her side. Both Momoshiki and Kinshiki should be scaled to 5-B
