Okay, here's how I think some of the Part 1 stats should look like:

Naruto
Attack Potency: Unknow. City Block level with Kurama's chakra (Punched through Haku's ice mirrors, which could tank Sasuke's Great Fireball without a scratch) | City Block level (Comparable to Sasuke, and could destroy Orochimaru's snake summon with his shadow clones, although he did this from the inside). Multi-City Block level with Kurama's chakra (Overpowered Orochimaru's snake summo, which could also do this) | Multi-City Block level (Damaged and defeated a partially transformed Gaara) | Multi-City Block level (Stronger than his previous state), higher with Rasengan (Damaged Kabuto) | Town level (Comparable to Choji)

Speed: Hypersonic (Blitzed some thugs) | Hypersonic (Superior to his previous state) | Hypersonic | High Hypersonic (Comparable to Temari) | At least High Hypersonic (Superior to his previous state)

Durability: Unknow. City Block level with Kurama's chakra (His chakra could defend him from Haku's projectiles and easily deflect them) | City Block level (Took an attack from Lee and Orochimaru's snake summon, which could destroy a castle). Multi-City Block level with Kurama's chakra (Stopped the charge of Orochimaru's snake summon without any lasting harm to himself) | Multi-City Block level (Tanked attacks from a partially transformed Gaara) | Multi-City Block level | Town level

Key: Land of Waves | Chuunin Exams (Preliminaries) | Konoha Crush | Sasuke Retrieval | One-Tailed Naruto

Sasuke
Attack Potency: City Block level (Created a crater with his Kato) | City Block level (Stronger than his previous state). Multi-City Block level with the first stage of his cursed seal (Should be comparable to Naruto with a little bit of Kurama's chakra) | Multi-City Block level (Comparable to Naruto, and could damage him with physical attacks) | Town level (Comparable to Choji)

Speed: Hypersonic (Faster than Naruto, and could surprise a casual Kakashi who could move at this speed) | Hypersonic (Achieved equal speed to Lee, who could previously overwhelm him with his speed) | High Hypersonic (Comparable to Temari) | At least High Hypersonic (Superior to his previous state)

Key: Land of Waves | Konoha Crush | Sasuke Retrieval | Curse Mark (Stage 2)

Neji
Attack Potency: City Block level (Stronger than Base Lee). Multi-City Block level with Kaiten (Clashed equally with Naruto using a little of Kurama's chakra) | Multi-City Block level (Defeated Kidomaru, who is stronger than Jirobo)

Speed: Hypersonic (Kept up with Naruto) | High Hypersonic (Comparable to Temari)

Key: Chuunin Exams | Sasuke Retrieval

Gaara
Attack Potency: City Block level (He is one of the strongest participants in the Chuunin Exams, and was going to kill Rock Lee). Multi-City Block level (Stronger than CS1 Sasuke) | Small Town level (Can also generate large quantities of sand that can level entire forests)

Speed: Hypersonic | High Hypersonic (Comparable to Temari)

Key: Chuunin Exams | Sasuke Retrieval

Rock Lee
Attack Potency: City Block level (Casually defeated Sasuke) | Multi-City Block level (Knocked back and seemed to damage Kimimaro)

Speed: Hypersonic (Faster than Sasuke, who couldn't keep up with his movements) | High Hypersonic (Comparable to Temari)

Key: Chuunin Exams | Sasuke Retrieval

Well, people get stronger in fiction without training. Also, I don't think we should scale him to Gai.

Obviously, this isn't everything. What do you guys think?

He was still able to take it. True he was damaged but he got back up. I'm order for them to defeate him Naruto has to am for his "weakness"
 
He took down a low end Chunin in the first chapter

he should atleast be comparable to Choji

Mizuki would need to be High 8-C atleast to even be considered Chunin... he can still scale to Sasuke

But who exactly would Mizuki scale from? Sasuke Retrieval Chouji already has the strength of a chuunin. Naruto was portrayed as inferior to Sasuke initially.
 
Mizuki would scale to Iruka who is defiently at least 8-B

according to the databook he has 24 rating overall which is around most Genin level
 
Iruka has to be atleast as skilled as Early early Sasuke who is 8-B

otherwise Sasuke would already be a chunin
 
but because Sasuke>>>Naruto .and the fact that sasuke's 8-B is like baseline... i thought High 8-C would make the most sense
 
Iruka was also heavily injured.

Iruka is rated higher in everything by a quite a bit.

He >>both naruto and sasuke during Valley of the Waves

also would be consistent with him being Chunin

seems like Naruto beating Mizuki could just be an outlier
 
on other hands Mizuki cant be weaker then gennin sasuke

naruto won cuz he used 1000 clone

Someone defeat someone not always because they have higher attack potency or striking strength, skills are important.

Mizuki literally shit himself and couldn't do anything at all other than begging after Naruto created that hundreds shadow clones.
 
if Base Rock Lee is a 20 and the first gate allows you to use a 100.. thats a solid amp in AP
