He literally stated in THe light Novel that he would make it rain..and guess what lol?? He made thunder clouds with his purple lightning and made it rain but he also split the sky he split the clouds and was stated that you could see the sky for a brief moment. nah fam.. i tried to get it calced long time ago..and when i reread the entire scene... he didnt create thunderclouds.. he caused it to rain by shooting his lightning in pre existing clouds

thats still weather manipulation tho righ?? Since he could create rain and thats actually usefull in some battles with opponents who weakness can be rain or water and it expains his aoe
