It has to do with Kakashi sending lightning to the clouds to specifically make it rain.

i think it was chapter 17 i think. Maybe you already read it. It was a small statement that i think alot of people forgot about and really just explained how Kara as a whole works. There actaully three groups: Inner, Outer, and Elders. I dont mean the elder that KK killed also since he was a inner
 
naw it seems they arent. Inners in kara take orders from Jigen after all and it wouldnt make sense for Kawaki to be giving Garou orders when Garou was supposed to watch over him before the current events . Read in the earlier chapters and KK said he wants to crush and burn the bones of the Elders in Kara. It sounds like Kara as a whole all have different objectives but leads to the same goal since Outer members also a tasked with finding the vessal
 
oh really?? How far are you behind lol. If your still in the chunin exams in the manga than your going to enjoy reading through the other arcs all at the same time lol. They were interesting and they all might connect to the Land of Grass

I that's that's the case then shouldn't we just meet in the middle instead of picking just fragmentation
 
Ah ok but I also wanna ask wouldn't the tier be higher since Base Naruto only had chakra exhaustion and Toneri only took some of his chakra?
