Upgrade time.

Meat and Potatoes
I'm not going to propose any new scaling, I'll just go with what we already have accepted on profiles. Aka this is just a value update with the new calc, but I'll outline the scaling anyway.

KN6 Naruto's uncharged and incomplete TBB (it was released pre-maturely since Pain hit him with a rock) < KN6 Naruto's uncharged TBB < Pain's CT < Nagato's CT ~ KCM Naruto's RS + Itachi's Susano'o beads + Gyuki's uncharged TBB (all are accepted to scale to 1/3 of Nagato's CT)

4.97 Teratons ~ Gyuki's uncharged TBB >~ Gyuki's durability (downscaled as per what's accepted on profiles) ~ 4 Teratons ~ "Bijuu level"

Basically, all the 4.3 Gigaton characters (and higher) will get a possibly 4 Teratons with the new calc based on the already accepted scaling.

Conclusion
I don't want to turn this thread into a "who's Bijuu level" scaling thread, so please don't attempt to change the current accepted scaling in this thread. Rather this thread's purpose is to apply a calc value to the currently accepted scaling. Also, help me make sure I'm not missing any characters (I'm going to go through a post a list of all the characters that need updating in a hot minute, if people want to help me by looking through all the profiles that'd be great lol).

Also, since 4 is very close to 4.97, I think it'd be good to note that Gyuki's uncharged TBB is actually >>4.97 TT to make Bijuu level physicals downscaling to 4 TT more easily digestible

Yeah I that'll be made more explicit on profiles, but to reiterate, Nagato's CT has quite a bit of upscaling from the calc, so yeah Gyuki's uncharged ~5 TT Bijuudama is more like >>> 5 TT. The values just make the physicals to uncharged TBB difference look way smaller than it is, but again that's just a product of the values on a surface level.

imo they should have went with Damage's compromised suggestion and add a full on rating instead

it's not... it can be used in vs matches just like a full rating can, you just have to go out of your way to specify the tier you're using like "Killer B (Low 6-B ver.) vs Katakuri"

These are all the current characters that scale/downscale/upscale from Bijuu level in Naruto as far as I can tell (not gonna talk about Boruto as I don't know it well):
  • The Bijuu/Jinchuriki obviously
  • Every Kage in some way
  • Every member of the Akatsuki in some way besides Hidan and Zetsu
  • The Sannin
  • Naruto from Sage Mode onwards
  • Sasuke from the Five Kage Summit onwards
  • WA/BP Sakura
  • WA/DMS/BP Kakashi
  • Guruguru Yamato with All is Suffering
  • 6th/7th Gate Guy
  • WA Neji's Kaiten (although this is actually far outdated and he's supposed to scale to the Juubi tier, so I'm not sure he applies for this)
  • Danzo with specific ninjutsu
  • Kushina with Adamantine Sealing Chains and V2
  • Madara
  • P2 Temari with Wind Style
  • V2 Kinkaku/Ginkaku
  • Kitsuchi with Doton: Sandwich Jutsu
  • SM Kabuto
  • Tate Eboshi Suigetsu
  • Hanzo (possibly)
  • Mifune (possibly)

I'm only a knowledge Andy on canon Naruto sadly (though I missed the Bijuu level summons and Kimimaro too 😔)

Speaking of the list now in the OP though, I don't think Choji is currently scaled to Bijuu level? He's only 6-C for being 100x above his base. He does slightly stagger the Gedo Mazo, but that's not on his profile and it doesn't actually do damage.
 
Question: will FP Tendo downscale to baseline 6-B since he directly tanked the Bijuudama or not cause of size shenanigans?
 
Arc is correct, tendo pain would get like 0.3° out of 360° , if even that, he'd be lucky to get raw island level.

Maybe for his chibaku tensei that's fine since I think six tails nardo couldn't break it
