"They are incredibly fast!" Legitimately that's just the kind of person Horikoshi seems to be. If he knew of powerscaling he'd think most of the cast are subsonic, transonic to supersonic mid-tiers and Hypersonic god-tiers. The several times multiplier of Twin Impact means characters all the way from Mineta will have some kind of High 7-C rating. Which is obviously a massive outlier for the verse. And the several times multiplier is from the primary canon, while the data book is only secondary canon, meaning we drop that before we drop the multiplier.
OFA's percentages are not linear, as such we cannot treat them as such regardless. The gap from any percentage to 100% should make that clear by itself.
