Music Meister In The Flash 3x17 Duet

So yeah after rewatching the episode of The Flash 3x17 Duet I'm starting to wonder how strong is this Music Meister? Is he stronger than Mr. Mxyzptlk? When HR asked him if he came from another Earth, universe, or multiverse he simply answered they couldn't understand where he came from. So does this mean he came from another dimension like Mr. Mxyzptlk or beyond that?

Idk, but he seems to be like Mr.Mzyzptllk, he came from a place they can't understand and had knowledge on everyone, he doesn't have much feats at the moment though.

If Mxy is the top God Tier then I think it's appropriate to put Music Meister right below him. Meister is powerful but Mxy has more feats and more hax. Just look at the fact that Meister has to put characters to sleep in order to gain their powers whereas Mxy can just gift himself with whatever powers he wants. Question: would Reverse Flash with the Spear be the new top God Tier?

He wanted wally to regain his confidence as a hero and so pretended to be a villain for him to defeat. Him needing to put barry and kara to sleep might have been part of his act and not an indication of his true power
