So to re-confirm, people are ignoring major facts from both the main series and the movies, Janemba casually stomped both Vegeta and Goku, Goku SSJ3 rippled the entirety of the Macroverse, causing the Universe Sized Heaven and Hell to be shaken by him only powering up. Janemba while just existing reality Warped the entirety of Hell and the Physical Universe to such a Degree that the ghosts were able to re-enter the real world once more. Now relating from the main series if that doesn't suffice, the Buu Saga takes place before this movie and to be fair, there should be upgrades for the rest of the cast from this because this is ignoring canon material. During the Buu Saga, Buuhan was, by powering up, going to destroy the Universe, source at the bottom from the Daizenshuu.

Then what happened? Vegito battered him so hard that he couldn't keep up even with his impressive Regen.

So if we have Universe destroyers at the Buu Saga, how are the Grand-Priest and all those around him only Universe level? Also saying they are Universe level with out any actual confirmation is factually incorrect.

Also since Akira Toriyama himself has said the Movies are their own canon, if we follow the canon from the Broly movie, which clearly shows Broly destroying a Galaxy by powering up, that means Gogeta is far far far above Multi-Solar System unless you're saying Broly < Gogeta ?

Well for starters that moment in the Buu Saga in which Buuhan was supposedly going to destroy the Universe is:


1.Not Canon because it is an Anime only moment and:


2.Is unquantifiable because the Daizenshuu explicitly states that

"Buu went into a frenzy and generated this, which caused distortions to appear in the space around him."

And

"This space could cover the living world and wipe out the universe."

So it was only the space or the dimensions that Buuhan was distorting that would cause the destruction of the Universe. It was more like a Chain-effect than actual power.

Vegito explicitly states that Alternate Dimensions would crush the Universe and not Buuhan's power directly.

As for Janemba:


Being able the ghosts from Otherworld is not Universe Level Reality Warping probably not even close. Also since this movie is non-canon the Universe at that time had only four Galaxies. Not only that but shaking the afterlife by powering up does not mean you can comepletely destroy it. That would at best be a 4-A to 3-C feat.

Goku and Beerus are rated as 3-A because the Universe was shaking by the result of Goku and Beerus' punches colliding. Shaking the Afterlife(A Multi-Galaxy structure at best in non-canon DBZ) does not mean you have the power to destroy all of it.

Also for your last question:even if Buu Saga Characters were Universal does not mean that Grand-Priest and anyone higher would be upgraded from Universe Level since they have no feats of anything higher like Zeno and Infinite Zamasu.

That could probably be just an outlier. And even if it wasn't it would not mean an upgrade at all.

As stated Kai is not canon at all. Also Broly did not destroy the Galaxy in one shot. You can clearly see it was over time so him being Multi-Solar System Level is justified.
