For the record; It's an outlier because

• Massive, senseless tier jump for Roshi and everyone scaled to him. After that, everyone went back to their former, mediocre showings.
• King Piccolo struggled to wipe out a city with his strongest attack.
• Piccolo could barely move after he used his island buster.

It's not an outliner when Porunga did it, and I doubt that Elder Moori is anywhere close to planet level. We don't understand how, but the eternal dragons can resotre things such as moons, planets and even stars (they haven't, but I don't doubt they could), but that dosen't mean it didn't happen. To me, that probably has something to do with Zarama.

People say that Roshi destroying the moon back in the 21st Budokai Arc because his MAX Power Kamehameha was only Small City Level back in Hunt for the Dragon Balls Arc, but forget thar Roshi was out of shape. While he was charging the Kamehameha, Oozaru Goku was ignoring him for a moment and didn't attack even when he noticed him doing it, giving him enough time to gather enough energy to do such thing. I bet that, with time, King Piccolo could gather enough Ki to destroy the moon, but as we have all seen, Goku wasn't giving him a break at all during that fight. But this is beyond the point.

If it wasn't Kami, it was Shenron. There's no other way around it.

Porunga =/= Shenron. Porunga is a different and much more powerful kind of wish dragon. And he pulled off planet recreation after several planet level and higher feats were demonstrated, so it's obviously not an outlier there.

Still an outlier, regardless of who did it.
