Garou's victims didn't die to radiation "instantly". It took at least a few minutes to kill them. During FTL combat or above where Garou fights opponents that can atomize him with one attack, his radiation is useless.
King, Bang and Flashy Flash could take 50-100 Grays of radiation. Can Goku survive that in base?

Based on what? Isn't Garou radiation regular outer space radiation. Goku has been to outer space all time, at least in the stratosphere which has cosmic rays already

Garou radiation is the basic cosmic radiation that is known, at least according to the manga. Which means that Goku already has been exposed to cosmic rays already by default, especially if he fights Beerus and other villains in the upper stratosphere
