Dies to passive radiation GG
Garou's victims didn't die to radiation "instantly". It took at least a few minutes to kill them. During FTL combat or above where Garou fights opponents that can atomize him with one attack, his radiation is useless.
 
Goku is still a physical opponent, which would allow Garou to just dodge his attacks and stall him out anyway...

King, Bang and Flashy Flash could take 50-100 Grays of radiation. Can Goku survive that in base?

Anyway, goku's AD is far superior to anything garou has shown. he can jump infinities in under 40 minutes. goku stomps

I don't know but even if he can't he can just finish the fight before anything serious happens to him.

Why would he do that? That's not his starting move. Especially when he's not aware of the fact that Garou's radiation can kill him
 
How do they compare?
Garou radiation is the basic cosmic radiation that is known, at least according to the manga. Which means that Goku already has been exposed to cosmic rays already by default, especially if he fights Beerus and other villains in the upper stratosphere
 
Goku isn't human, so that comparison would fall flat. However you might have a point if Garou uses his GRB, then again were Saiyans actually be shown to be weakened by Radiation levels or is it speculation? Also I'm pretty sure saiyans have the ability to create artificial moons which emit radiation levels as well.

Comparing 400-900 mSv(remember this is a year worth of radiation) to 50-100 Grays is a bit like comparing a bright flashlight (400-900 mSv) to the blazing heat of a jet engine (100 Grays).
