Even the characters hasn't stated that he is stronger than Kaguya directly. Like they did in the past.

Kaguya can use the Byakugan to see the Chakra Points in people. She is a person who has chakra and chakra points. She can look at her own HAND to see her Chakra points.

I disagree with Momoshiki being Superior to Kaguya. We have no Idea how strong Kaguya was prior to eating the Chakra Fruit. Clearly Momoshiki was stronger at that time, but post Chakra Fruit, you can't say Momoshiki is still stronger. For all we know, Kaguya didn't know how strong Momoshiki would be when he came to earth considering he goes planet to planet, eating aChakra.
