Mirio's Tier

Mirio is listed as At Least High 8-C likely higher. But I feel like we're terribly low balling him. He's above multiple Pro Heroes, which should put him above the likes of Todoroki, whose peak is listed to be 8-A. Shouldn't Mirio be listed at around 8-A then as well?

If Mirio was that strong, he'd be one-shotting most villains.

Todoroki's Great Ice Wall was never actually seen hitting anything, so we can't scale it to anyone's durability or AP.
