They both are similar tier in speed Meliodas has the hax advantage due to regen+soul steal which Reyleigh can't actually deal with, along with Mel having a clone which would still be island-ish tier. Nothing suggests Rey's inner haki attack would take out Meliodas plus he has to come close to do so, which would be in Mel's range to simply pluck his soul out or nuke him with his darkness. Is this a good enough reasoning now?

OP's Relativistic+ is 0.57c while NNT's 0.51c. Rayleigh has the advantage here.
Even if it's High 6-C the clone would be useless. Ray's now scaling to 4.5TT.
Nuking someone stronger who can block your attacks with forcefields is also hard to say the least.
So I'd say no, it's not.

Meliodas has not been upgraded, so this match is okay at the moment. And where this form of Meliodas would end up standing after this if all is accepted is a solid 6-B, 8.3 Teratons.

I said the forcefield Haki, which you mentioned that Meliodas won't be able to break through, not armament haki. Also now it's not a big difference but previously it was? Lol that's funny. With speed being equal and Reyleigh being weaker in AP with close to no hax there is no way he wins.
