You typically need an array of 3 thread mods/admins for a CRT to pass through normally AKA only thread mod/admin votes count as legitimate votes in a CRT. Content Mod and CGM votes apparently don't count.

Tier 1 CRTs might require a bit more scrutiny, at least 5 votes bare minimum IIRC.

Do we have enough staff agreement to apply the changes?

2-3 staff approvals from Thread Mods, Admins and/or Bureaucrats is enough for most non-minor CRTs, though more is needed for Tier 1 threads like this

Tier 1 CRTs are different, as the link above says.

• The review and approval of content revisions that affect tiers 1 and 0 or that are highly controversial should be conducted by a larger number of staff members in order to ensure that all relevant parties are aware of and agree with the proposed changes. It is essential that these revisions are evaluated by staff members who possess a reasonable level of genuine understanding and expertise in these areas in order to maintain the accuracy and quality of the revised material.

If the MCU Multiverse is 5-D, then since it's irrelevant to the Watcher and Vultron, especially since the Watcher is stated to be in a realm outside of the Multiverse, wouldn't that arguably make them possibly 6-D in power?

There can be two 5D axis/realm, It is the same as if there are two 4D universes
