Part 1: Peak Human scaling
According to Marvel's Captain America: Civil War: The Junior Novel, the gauntlets used by Crossbones make his punches ten times stronger:
As his gauntlets scale to characters on Captain America's level, that means that Crossbones on his own (and by extension, basically all other peak human characters including Sam Wilson, who briefly fought with and took hits from Rumlow despite being at a disadvantage) should scale to a tenth of the 1.232 ton value used for Super Soldiers, so 0.1232 tons for peak humans (Still 9-A, but notably higher than their current value) This is extremely close to baseline 9-A+ (0.1275 tons) so anyone who notably upscales from 9-A peak humans (which should include the likes of Jessica Jones and She-Hulk among others) should be able to upscale to 9-A+, as it would only be a 1.035x increase.
This might make Tony Stark's 9-A durability calculation here less of an outlier and potentially more viable to use, as it gave results of 0.1004 tons, lower than the new value being proposed for peak humans.
The gauntlets are described by both the Marvel Studios Visual Dictionary and the Marvel Studios: Character Encyclopedia as force-multipliers, so Shocker might be able to scale to 9-A on his own to be capable of harming Spider-Man with the 10x multiplier, as I'm unable to find evidence that it was significantly upgraded from the version used by Crossbones beyond the added electrical generation.
As an extra note, while Talokanil should be among those that should be able to upscale to 9-A+, producer Nate Moore apparently considers the Talokanil to be "sort of Super-Soldier level". Make of that what you will:

How do you describe their powers?
MOORE: Yeah, we've talked a lot about that. “Are they sort of Super-Soldier-esque?” I'm a bit of a nerd. So, I used to play the Marvel Heroes role-playing game, and you're like, "Wait, do they have body armor? Do they have a 10?”
But no, we see them as sort of Super-Soldier level, partially because they live under the water. So, they're a bit tougher, their skin's a bit tougher, their bones probably are lighter, but their muscle density is increased. So, they are stronger than humans, certainly, and are able to withstand Okoye’s otherwise-killing strokes, much to her frustration, which I think makes them incredibly formidable. So, if and when we see them again, I think whoever comes across them might be in some trouble.
Part 2: Skrull scaling
Secret Invasion director Ali Selim has confirmed (more than once it seems) that as a general rule, Skrulls are supposed to be 15 percent stronger than humans:
The Skrulls are clearly very strong, as we can see in the fight scenes. What are the physics of their abilities?
"Again, it’s just a rule that was created. The rule is that a Skrull in Skrull form or a Skrull in human form is roughly 15 percent stronger than a human. But they can’t fly or they don’t have any superpowers of any kind. They’re just 15 percent stronger."
If we assume this means that means 15 percent stronger than peak humans (the statements seem to indicate humans in general), then a 15 percent increase from 0.1232 tons would put Skrulls at being 0.14168 tons (9-A+)
Bonus: Hammer Drone scaling
In The Wakanda Files: A Technological Exploration of the Avengers and Beyond, it is stated that the Chobham plated armor used on Hammer Drones (except possibly the Air Force Drone) is supposed to be able to withstand a barrage of BGM-71 missiles, with the Marine Drones having it double-plated:
This statement by itself doesn't necessarily mean too much, as Hammer Drones wouldn't be able to fit the same amount of armor that a tank has, however, the Iron Man Manual directly states that the Army Drones can withstand anti-tank rounds, which leads me to believe that it wouldn't be unreasonable to scale it to the BGM-71, which has a warhead weight between 3.9-6.14 kg (average of that range would be 5.02 kg):
The above statement also states that the Army Drones have the firepower of a tank, and they do accidentally shoot down other drones.
