According to you, both Agatha and Sinister Strange should scale to High 3A with the Darkhold? Wouldn’t mainstream Strange theoretically scale from Sinister Strange as well?
An article on Marvel's website about dreamwalking indicates that the extent of how much magic can actually be used from the Darkhold depends on the power of the sorcerer using it:

This statement implies that both Strange and Wanda are the only sorcerers strong enough to fully use the Darkhold. Sinister Strange is comparable to Mainstream Strange.
If we apply what @ActuallySpaceMan42 said, it’s reasonable to assume that Sinister Strange could achieve the same power level since it’s not a baseline but tied to the Darkhold’s amplification.

There is no clear indication that the pair have access to the full power of the darkhold, only Dr Strange is able to have range. with darkhold through the spell dreamwalk

I don't understand what you're trying to say. The official book clearly states that she uses spells and energy from other dimensions to destroy the darkhold in every universe. All you have to do is prove that Doctor Strange can do the same to her. dreamwalk spell is just one of the darkhold spells. Using it doesn't mean doctor strange can use all of darkhold power

They're saying only elite sorcerers or witches can perform even the hardest spells locked inside the Darkhold. If Wanda and Dr. Strange are the only ones who can, they "should" be relatively comparable in power. Although I don't think it is sufficient proof to say that Dr. Strange could perform Wanda's feat.
I agree with you, because the official website states that the dreamwalk spell is a spell that is almost impossible for anyone to use. Only dr strange and scarlet witch can use it, proving that not everyone can. can scale to scarlet witch feats.
