It pains me to be the one to do this, buut... I have to.
Serge's key in Radical Dreamers is quite exaggerated as it currently is.
While the Chrono Trigger with the Frozen Flame is indeed specified to be Low 2-C, Radical Dreamers Serge doesn't scale to this at all.
Tiering: Low 2-C should go since he was never shown to be able to use the Chrono Trigger for himself or in combat, in fact he borderline loses sense of himself when he interacts with it, Kid/Schala being the one to call him back to his senses. He's just 5-A for being comparable to Magil and such.
Speed: Omnipresent: 0 reasons for him to get this. He only links with the Frozen Flame for a short while and gets a nice view of Lavos' Cosmic Awareness, that's about it.
Durability: Same as the AP, should be just 5-A. He was also being easily fodderized by Linx in this key until Schala stepped in through Kid so in no way he scales to the guy.
Range: Remove the Universal. I don't remember anything higher than Extended Melee Range for this key.
Intelligence: Serge could only see all of the multiverse while he was linking with the Frozen Flame after the Chrono Trigger was triggered. It was a glimpse, one time sort of thing. This ability is also never adressed for him again in Cross and he loses his memory at EOS (well, more like Schala memory wipes him for whatever reason IIRC) so his Nigh Omniscient deal likely should go as well.
His Chrono Cross key is fine.
