Dont really know who wins this but im siding towards the manhunter

-if martian manhunter can somehow enter the mind of cell or some sort he can give him a literal MINDFUCK not even DC powerhouses such as superman can maintain his sanity just from being affected by his telepathy.he truly proves himself to be one of the most powerful psychic's in the DC universe much more powerful than cell's telekenisis IN FACT HE WAS ABLE TO ENTER THE MIND OF SPECTRE AND VIEW HIS TRUE FACE

-I'd say martian manhunter is smarter and more tactical than cel(in fact his profile states he has vast knowledge of alien life across the universe and has a perfect memory).due to this his mind runs faster than a supercomputer that was created by cyborg in the watchtower in space.due to this even without intel of cell he may have a slight knowledge of who he is and what he can do much faster than cell can think.

-His durability is IMO likely higher than a large star lvl.I mean he wasable to withstand a blast that KO's the Justice League long enough to download all the details of the confrontation into the minds of the alternate League.and was able to hold his own against superman (new 52) and defeat him on multiple occasions and we all know how hard it is to beat the **** out of supes.in fact he was actually the backup plan to defeat supes when he joined the Justice league of america.(btw the thumbnail he has on this post should give you an idea of how tough he is) nice touch on that schwarz

-He Also has monstrous speed clocking faster than light and possibly faster than cell.In fact he was able to tag and chase a spaceship going 8x the speed of light and was able to brawl and keep up with wally west on a high speed brawl.take note that wally west is MUCH FASTER than barry allen flash aka. the falsh we all know.
