Speed is equalized. This is Town level for both. Madotsuki's Type 9 is restricted and Ness is bloodlusted.

Battle takes place in the Teleport Maze.

ness bc hes an actual fighter and fights monsters all the time while madotsuki just kills everything with the knife, also bc ness is bloodlusted here

Ok so let my try to break this fight down...

Ness has dealt with Time Stop before while fighting the Dali's Clock and Jeff was able to dodge while in frozen time and logically so should Ness.

Invisibility is likely useless due to Ness being psychic

Mind Manipulation is useless against Ness

Duplication is kinda useless because PK Rockin' hits them all

However, Madotsuki seems to have a huge AP advantage so Ness would need to put up shields so he can tank a few attacks or spam PK Flash to try and either one-shot her or impair her in any way possible and then try his best to defeat her...

But once again if you look at Madotsuki she also has decent Regen so the only way I see Ness takng her out is with PK Flash.

So with all those things said I think this fight would end up inconclusive as it kinda all relies on luck.

She survived big red, also her knife is her strongest weapon meaning it's better than the weapons that can summon the clouds.

Because teleportation is a lot more likely than it just simply eating it (i'm Being sarcastic).

It actually a bigger jump to assume it's a door than it eating the world for many reason, but Madotsuki also made that world so it doesn't really matter anyways.
